Actually, this is an advantage of the Arab boycott of Israel. They refuse to allow Israel to use the same connections as they do. Perhaps they are afraid that the “Jew cooties” will infect their internet traffic. Thus, they do not have the protection provided by the Divrei Torah that are flowing to and from Israel but are subject to the problems caused by the pornography (which includes the Jihad traffic) which uses their network.
